TILEHURST ROAD:

This project involves the approval of a New Dwelling and 2 storey Extension to an existing house.

Through the Optimisation of Site Capacity using a Design Led Approach the proposal was able to create 2 three bed C3 dwelling units from the original site that housed 1 two bed C3 dwelling unit.

 

The Proposal was strongly resisted by the Council but found to be in accord with both Local and Regional Policy by the Appeals Inspectorate.  The process was made unnecessarily difficult with delays in Validation, refusal to process the initial resubmission under Regulation 9 of 2012 Fees Regulation and a "dancing locus of discontent" that began with Density and Sunlight and then moved on to an artificial conflation between Public and Private Amenities.  

The adoption of an obstructive approach to development required the preparation of an extensive Planning Statement in additional to an Appeal and Response Statement.  The Proposal also required an Energy Report and a Parking Stress Survey (Lambeth Method) by third party practitioners.

Overall the Proposal is considered to Achieve 7 key objectives:

 

-  Morphological integration with the plot form of the neighbouring development on Tilehurst Road.

 

-  Counter weighting of the architectural massing of the adjacent development on Tilehurst Road

-  Architectural Integration with the terrace block on Malden Road.

- Regeneration and modification of a property of negative impact to create a building of aesthetically pleasing proportions, materiality and ordination.

- Maintenance of an open character achieved through adequate setbacks, separation distances and a low walled open frontage with an abundance of green space.

 

- Morphological accord with the other "Gateway Site" (Entry into SRQ/API Area) at 119 and 117 Malden Road through the similar presentation of 2 detached dwellings read in adjacence as a pair (another "odd couple" eccentrically related in form).

 

- And lastly the optimisation of site capacity within a small sites context.
